Role of Digital
Literacy and Blended Learning in Higher Education Institutions under NEP 2020

Abstract:
The
National Education Policy (NEP) 2020 places a strong emphasis on the use of
digital technology to improve teaching and learning in India's higher education
institutions. In order to achieve the policy's objectives of access, fairness,
quality, and flexibility in higher education, digital literacy and blended
learning have become essential facilitators. Within the context of NEP 2020,
this article investigates the function of digital literacy and blended learning
as transformational instruments. It investigates how faculty's and students'
digital competences support the successful implementation of blended learning
models, which integrate in-person education with online and technologically
enabled learning. Additionally, the study emphasizes how blended learning may
advance learner-cantered pedagogy, boost engagement, and facilitate lifelong
learning. The article also addresses issues including the digital divide,
infrastructure constraints, and the requirement for ongoing professional
growth. In order to achieve the goals of NEP 2020 and to promote an inclusive,
resilient, and future-ready higher education, the abstract concludes that
improving digital literacy and methodically putting blended learning approaches
into practice are crucial.

Introduction:
Globally,
higher education has undergone a dramatic transformation due to the rapid
development of digital technology. The National Education Policy (NEP) 2020 in
India represents a significant shift toward the integration of technology to
improve the relevance, quality, and accessibility of higher education. Among
the many reforms proposed by NEP 2020, digital literacy and blended learning
have emerged as essential components for enhancing the teaching-learning
process and preparing students to meet the demands of a knowledge-based and
technology-driven society.
Beyond
fundamental technical skills, digital literacy encompasses the ability to
efficiently access, evaluate, create, and communicate information using digital
tools. In higher educational institutions, both instructors and students must
be digitally literate to interact effectively with online resources, learning
management systems, and virtual collaboration platforms. NEP 2020 strongly
emphasizes digital literacy as a fundamental skill for lifelong learning,
innovation, and employability. It also highlights the importance of capacity
building and continuous professional development to facilitate the effective
integration of digital technologies.long learning, creativity, and employment.
NEP
2020 strongly promotes blended learning as a flexible and learner-centered
approach that combines traditional face-to-face education with online and
technology-enabled learning. This approach enables educational institutions to
ensure continuity of instruction during disruptions, foster individualized
learning experiences, and extend learning beyond the boundaries of the
classroom. Blended learning enhances student engagement, collaboration, and
academic performance through the use of digital platforms such as SWAYAM,
virtual laboratories, and online assessment tools. The successful
implementation of blended learning is directly related to the level of digital
literacy among stakeholders. Adequate digital skills enable teachers to design
innovative teaching strategies and help students become independent and engaged
learners. However, effective adoption is hindered by challenges such as
disparities in digital skills, unequal access to technology, and
infrastructural limitations.
In
this regard, analyzing digital literacy and blended learning as
transformational tools becomes essential for understanding their role in
achieving the objectives of NEP 2020. This study aims to investigate how these
two interrelated aspects can contribute to the development of an inclusive,
adaptable, and future-ready higher education system in India.
Review of
Literature:
Previous
studies highlight the significance of digital literacy and blended learning in
education.
Gilster (1997) : Concept of Digital Literacy
Defined
digital literacy as the capacity to comprehend and utilize information from
digital sources. He underlined that cognitive abilities are more important to
digital literacy than just technical proficiency. This fundamental idea
emphasizes the value of critical thinking in digital settings, which is crucial
for students and teachers in higher education.
Ng (2012):
Dimensions of Digital Literacy
By
defining its technical, cognitive, and social components, Ng (2012) broadened
the notion of digital literacy. The study concludes that effective digital
literacy in higher education necessitates not only operational abilities but
also the capacity to use digital tools for responsible communication and
information evaluation.
Redecker
(2017): Digital Competence of Educators
Redecker (2017) highlighted how digital
competence can improve the quality of instruction. According to the European
Framework for the Digital Competence of Educators (DigCompEdu), teachers who
possess digital competency are able to create creative learning opportunities
and facilitate student-centered learning, which is very pertinent to blended
learning models.
Graham (2006):
Blended Learning Approach
Blended
learning, according to Graham (2006), combines in-person education with virtual
learning opportunities. According to the report, blended learning allows
schools to maximize the advantages of both traditional and digital learning
environments while also providing pedagogical flexibility.
Garrison and
Vaughan (2008): Blended Learning in Higher Education
Garrison
and Vaughan (2008) investigated blended learning as a revolutionary strategy in
higher education. According to their research, when blended learning is
accompanied by good instructional design and institutional commitment, it
improves student engagement, deep learning, and collaborative learning.

learning environments often performed better than those in purely face-to-face

Government of India (2020), through NEP 2020, emphasized the integration of
digital technology, online platforms, MOOCs, and blended learning to enhance
access, equity, and quality in higher education. The policy identified digital
literacy as a key requirement for successful implementation of
technology-enabled education.

(2020) analyzed NEP 2020 and observed that the policy has the potential to
transform higher education through flexibility, multidisciplinary approaches,
and digital innovation. However, the study also highlighted concerns related to
digital divide and institutional readiness.
Jena (2020):
Digital Learning under NEP 2020
Jena
(2020) examined the role of digital learning under NEP 2020 and emphasized the
need for faculty training and infrastructure development. The study suggested
that successful adoption of blended learning depends largely on teachers’
digital competence.
Research Gap
The studies examined show that there has been
significant research on digital literacy, blended learning, and NEP 2020
separately. Nonetheless, there is a shortage of qualitative, experiential
studies exploring the combined implementation of digital literacy and blended
learning in higher education institutions as outlined by NEP 2020. This current
study aims to fill that gap by conducting a thematic analysis based on
interviews.
Objectives of the
Study:

examine the importance of digital literacy in higher education under NEP 2020.

analyze the role of blended learning in enhancing teaching and learning
practices.

study NEP 2020 provisions related to digital education.
· To
identify challenges in implementation.

suggest strategies for effective integration.
Rationale of the
Study:
The
Indian higher education system has undergone major changes following the
adoption of the National Education Policy (NEP) 2020, which places strong
emphasis on innovation, flexibility, quality education, and the integration of
technology in teaching and learning. One of the major priorities of the policy
is the promotion of digital literacy and blended learning in higher education
institutions to better prepare students for the challenges of the twenty-first
century.
Digital
literacy has become a critical competency for educators, administrators, and
students. It enables individuals to efficiently access, evaluate, create, and
share information through digital technologies. In the contemporary educational
environment, students require digital competencies for academic achievement,
employability, and lifelong learning. Similarly, educators must be digitally
literate to effectively utilize digital technologies, online platforms, and
innovative instructional approaches.
In
higher education, blended learning, which combines conventional face-to-face
instruction with online learning methods, has emerged as a widely adopted
teaching approach. It offers greater student engagement, flexibility,
accessibility, and personalized learning opportunities. NEP 2020 encourages
higher education institutions to adopt digital platforms, online resources,
virtual laboratories, and technology-enabled learning methods to improve
educational outcomes.
Despite
the governmental emphasis, many higher education institutions continue to face
challenges such as inadequate infrastructure, lack of training, limited
internet access, resistance to technological change, and unequal digital
opportunities for students. Therefore, it becomes essential to examine the role
of digital literacy and blended learning in higher education institutions and
evaluate the effectiveness of their implementation under NEP 2020.
Research Design
and Methodology:
Research Design
The
present study adopts a qualitative,
exploratory, and interpretative research design to investigate the role
of digital literacy and blended learning in higher education institutions
within the framework of the National Education Policy (NEP) 2020. A qualitative
research approach is considered suitable for this study because it facilitates
an in-depth understanding of the perceptions, experiences, opinions, and
interpretations of participants regarding the integration of digital literacy
and blended learning practices in higher education.
The
qualitative approach emphasizes the exploration of human experiences, meanings,
and social realities rather than numerical analysis or statistical measurement.
Since the implementation of digital literacy and blended learning involves
educational experiences, technological adaptation, pedagogical practices, and
institutional perspectives, a qualitative design provides an opportunity to
explore these dimensions comprehensively. It enables the researcher to examine
how teachers, students, and educational stakeholders perceive the changing
educational environment shaped by digital technologies and policy reforms.
The study
is exploratory in nature because it seeks to gain deeper insights into an
emerging and evolving educational phenomenon. The implementation of digital
literacy and blended learning under NEP 2020 is still developing in many higher
education institutions, making it important to explore participants’
experiences, challenges, opportunities, and viewpoints in a detailed manner. An
exploratory design helps the researcher identify themes, patterns, and meanings
associated with the adoption and effectiveness of digital literacy and blended
learning strategies.
Furthermore,
the study follows an interpretative research perspective, which focuses on
understanding the subjective meanings and interpretations constructed by
participants in their educational contexts. Rather than measuring variables
quantitatively, the interpretative approach seeks to understand how individuals
make sense of their experiences with digital learning tools, online teaching
platforms, and blended instructional methods. This perspective recognizes that
educational experiences may differ among participants depending on
institutional settings, technological accessibility, professional competence,
and individual attitudes toward digital learning.
The
research design is therefore appropriate for examining the complexities of
digital literacy and blended learning in higher education institutions under
NEP 2020, as it provides a rich, contextualized, and detailed understanding of
participants’ lived experiences, perceptions, and educational practices. By
adopting a qualitative, exploratory, and interpretative framework, the study
aims to generate meaningful insights into the implementation, opportunities,
and challenges of digital transformation in higher education.
Nature of the
Study
The
study is descriptive and interpretive, aiming to capture real-life experiences
of teachers, students, and academic administrators related to digital literacy
initiatives and blended learning practices in higher education institutions.
Population and
Sample
The
population of the study consists of faculty members, students, and academic
administrators from selected higher education institutions.
A
purposive sampling technique is used to select participants who are directly
involved in or exposed to digital learning and blended teaching practices.
Sample
size: 15–25 participants (or until data saturation is achieved)
Participants
include:

members involved in blended teaching
· Students
enrolled in blended or digitally supported courses
· Academic
administrators involved in policy implementation
Data Collection
Tool
Semi-structured
interviews are used to gather data because they provide flexibility to delve
deeper into participants' answers while keeping the research questions front
and canter. Based on the study's goals and the digital education-related NEP
2020 regulations, an interview guide is created.
Interviews
are conducted:

person or online (Google Meet/Zoom)
· In a
language comfortable to the participants
· With
prior informed consent
Each
interview lasts approximately 30–45 minutes and is audio-recorded for accuracy.
Data Collection
Procedure
Permission
is obtained from the concerned institutions prior to data collection.
Participants are informed about the purpose of the study, confidentiality of
responses, and their right to withdraw at any stage. Interviews are conducted
at mutually convenient times, and field notes are maintained alongside
recordings.
Method of Data
Analysis
The
collected data are analyzed using thematic analysis, following the steps
suggested by Braun and Clarke (2006):
1. Familiarization with the data through repeated
reading of transcripts
2. Initial coding of meaningful units
3. Categorization of similar codes
4. Identification and development of themes
5. Interpretation of themes in relation to
research questions and NEP 2020
Thematic
analysis helps in identifying recurring patterns related to digital literacy,
blended learning practices, challenges, and institutional strategies
Ethical
Considerations
Throughout
the investigation, ethical guidelines are closely adhered to. Pseudonyms are
employed as required, and participant identities are kept private. Prior to
interviews, informed consent is acquired, and data are utilized only for
academic reasons.
Delimitations of
the Study:
The
study is limited to selected higher education institutions and focuses only on
qualitative insights. Therefore, the findings may not be generalized to all
institutions but provide rich contextual understanding.
Findings and
Discussion:
Thematic
analysis was used to examine the qualitative information gathered from
semi-structured interviews. Five main topics on blended learning and digital
literacy in higher education institutions under NEP 2020 emerged from the
study. Teachers, students, and administrators' perspectives, experiences, and
difficulties are reflected in these themes.
1. Digital
Literacy as an Essential Academic Competency
The
importance of digital literacy as a prerequisite for successful teaching and
learning in higher education was often stressed by participants. According to
faculty members, having digital abilities made it easier for them to access
digital materials, online assessment tools, and learning management systems.
Students emphasized how digital literacy enabled them to access electronic
information, take part in online forums, and learn on their own.
This
result supports the opinions of Gilster (1997) and Ng (2012) that digital
literacy requires critical and cognitive abilities in addition to fundamental
technological knowledge. The policy's focus on technology-enabled education is
supported by NEP 2020's recognition of digital literacy as a critical
competence.
2. Blended
Learning Enhances Engagement
Blended
learning was seen by the majority of participants as a beneficial and
successful teaching strategy. Teachers saw that combining online resources with
in-person instruction enhanced lesson delivery and made better use of class
time. The ability to access digital notes, taped lectures, and online
activities at their own speed was valued by the students.
These
results corroborate previous research by Graham (2006) and Garrison and Vaughan
(2008), which emphasized blended learning as a learner-centered strategy that
increases flexibility and engagement. Participants' experiences show that
blended learning fits in nicely with NEP 2020's goal of flexible,
interdisciplinary higher education.
3. Faculty
Readiness and Professional Development
The
importance of teacher preparedness in the effective execution of blended
learning was a recurrent subject. Some educators reported having little formal
training and little exposure to cutting-edge educational technologies, while
others indicated confidence in their use of digital tools. The necessity of
ongoing professional development initiatives centered on digital pedagogy was
underlined by the participants.
This
result is consistent with the TPACK approach developed by Mishra and Koehler
(2006), which emphasizes the integration of pedagogical, technical, and content
knowledge. Additionally, NEP 2020 emphasizes the need of faculty preparation,
implying that teacher readiness is essential to successful digital
transformation.
4. Challenges in
Implementing Digital Literacy and Blended Learning
Inadequate
infrastructure, erratic internet access, a lack of institutional support, and
the digital gap among students were among the issues that participants
mentioned. Faculty members also brought up the time limits and additional
burden that come with creating blended learning programs.
These
difficulties are similar to those brought up by Tilak (2020) and Jena (2020),
who identified resource-related and structural obstacles to NEP 2020
implementation. The results indicate that the potential advantages of digital
literacy and blended learning would not be fully realized if these issues are
not resolved.
Conclusion:
Within
the context of the National Education Policy (NEP) 2020, the present
qualitative study investigated the role of blended learning and digital
literacy in higher education institutions. The findings indicate that digital
literacy, which enables the effective use of digital technologies, online
resources, and learning platforms, has emerged as an essential academic
competency for both teachers and students. Blended learning was perceived as a
flexible, learner-centered approach that enhances accessibility, learning
continuity, and student engagement.
The
study also emphasized that although NEP 2020 provides a strong policy framework
for digital transformation, faculty preparedness, institutional support, and
infrastructure availability play significant roles in the successful
implementation of blended learning. Challenges such as inadequate internet
infrastructure, unequal access to technology, lack of professional competence,
and the increasing workload of teachers continue to hinder effective
implementation. Overall, the study concludes that digital literacy and blended
learning have tremendous potential to improve the quality of higher education
if systematic efforts are made to strengthen capacity building and policy
implementation in accordance with NEP 2020.
Suggestions:
Based
on the findings of the study, the following suggestions are proposed:
1. Strengthening Faculty Training
Higher
education institutions should organize regular professional development
programs focusing on digital literacy, blended pedagogy, and use of educational
technologies in line with NEP 2020.
2. Improving Digital Infrastructure
Institutions
should ensure adequate ICT infrastructure, reliable internet connectivity, and
access to digital devices to support effective blended learning environments.
3. Institutional Support and Leadership
Academic
leadership should actively encourage and support the adoption of blended
learning through incentives, reduced workload pressure, and provision of
technical assistance.
4. Bridging the Digital Divide
Special
measures should be taken to support students from disadvantaged backgrounds by
providing access to digital resources, e-content, and training programs.
5. Policy
Implementation and Monitoring
NEP
2020 provisions related to digital education should be implemented
systematically, with regular monitoring and evaluation to ensure alignment
between policy goals and institutional practices.
6. Future Research
Further
studies may adopt mixed-method or longitudinal designs to examine the long-term
impact of digital literacy and blended learning on student outcomes and
institutional effectiveness.
Discussion
Summary:
The
thematic findings indicate that digital literacy and blended learning are
widely perceived as transformative tools in higher education under NEP 2020.
While participants recognize their potential to enhance teaching quality,
student engagement, and accessibility, challenges related to faculty
preparedness, infrastructure, and institutional support persist. The findings
reinforce existing literature and highlight the need for comprehensive capacity
building and policy-driven implementation strategies.
